MCD Trifurcation - Cash crunch at EDMC - East Delhi suffered badly !

In 2011, the Sheila Dikshit government moved a proposal to divide the MCD into three separate bodies, arguing that it will improve overall efficiency. In November 2011, the Union home ministry cleared the proposal. 


The Delhi government convened a special assembly session and passed the Delhi Municipal Corporation (Amendment) Bill in December 2011. Then-President Pratibha Patil cleared it in the same month.

The final notification for the trifurcation was issued in January 2012, carving North, South, and East Delhi Municipal Corporations with 104 wards given to the first two and 64 to the third respectively.

We knew that EDMC will face a severe cash crunch & we opposed the proposal from day one.

And we faced the Strike by the Sanitation workers in East Delhi. In fact, there were multiple strikes & residents faced garbage all over. 

We can just hope that the Unification of MCD will improve the overall situation of the areas under EDMC, which has so many issues such as Air - Pollution, Waterlogging, Parking, Traffic jam, Encroachment, Right to walk, etc.

Do they have the right to collect the Conversion as well as the one time parking charges?

As per the Bare Act of DDA, ”Escrow Account" means a dedicated savings account held by the Local Body concerned not being operative unless the conditions for which it has been opened are fulfilled in accordance with the provisions of these regulations”.

In such a case how Civic bodies either diverted the Amount collected under this Account for other establishment expenditure including salaries or failed to use most of the amount, is a very serious cause of concern for one & the all.

However, the data submitted shows that the Municipal Corporation of Delhi collected Rs. 1,128.72 crore from 2006-2007 till 2011-2012, but only about 8% or Rs. 101.39 crore was spent through the escrow account on developing the areas or creating parking. The majority of the fund or Rs. 1,027.33 crore was spent on “other establishment expenditure”, which includes salaries.
MCD split
After the MCD was split into three in 2012, the North Delhi Municipal Corporation collected Rs. 643.41 crore from 2012-2013 to 2016-2017. Only Rs. 28.19 crore was spent on escrow expenditure, while the remaining Rs. 615.22 crore was spent on other establishment expenses.
While the North Corporation diverted the majority of the funds, the South Delhi Municipal Corporation (SDMC) failed to use most of the parking and conversion charges it collected. From 2012-2013 till 2016-2017, the SDMC collected a total of Rs. 1,125.05 crore, but the expenditure from the escrow was Rs. 146.87 crore. Currently, Rs. 925 crore is available in the account, SDMC data shows.
The East Delhi Municipal Corporation (EDMC) collected Rs. 166.02 crore in conversion charges and Rs. 49.95 crore in parking charges from 2012-2013 till 2017-2018 (till now). The EDMC data showed that the civic body spent Rs. 8.38 crore of the parking charges on developing parking, while Rs. 18.16 crore was spent on salaries and Rs. 23.40 crore remained unused. We are trying to find out the status of the rest of the Rs 166.03 crore.

In such circumstances, do you think that our Civic bodies have any right to collect the Conversion as well as the one-time parking charges?

It was said earlier that no development charges for parking shall be payable by small shop owners of the area up to 20 sqm. dealing with the items/activities as defined in para 15.6.3 of the MPD-2021 in respect of any category of colonies.

But now, development charges for parking are being demanded even from the small shop owners. Is there any such change in the Act?

It was also said earlier that Development charges for parking shall also not be payable by owner/ allottee/resident/user of the plot/dwelling units falling under notified pedestrian shopping streets both mixed-use or commercial pedestrian streets.

Colony Gates / MCD

I had attended this meeting in Town Hall Ch.Chowk, as Secretary RAW Pocket-3,Mayur Vihar-1, Mr. O.P. Sehgal President FedrationMayurVihar-1 was also present in this meeting. The Presentation was elaborated by the Ch. Engineer MCD. During open discussion it was pointed out that the norms for the security Gates were too general and shall not fit for every place and every entry-Exit point. The only common point which needs the attention is that :-

1) Gates must be maned round the clock.

2) The Height and width of the Gates must not block the entry of Fire tenders, Ambulance, etc. at the time of emergency during day and night.

3) If entry gate Exit gates are available the above system be strictlyfollowed. One gates should be used at Night from 10.00PM to 6.0 AM for the security of the residents.

4) If only one entry & Exit gate is available opening and closing the gates must have security guards ( minimum 2 round the clock.)

5) If the RAW is following the above norms properly than WHY & HOW RAW should be accountable for any mishaps ?

It is observied that many a times, mostly at nights, some drunk car drivers or Trucks with building matrials or Delivery vans/ trucks of Tent suppliers force their entry late at night from the gate which is closed ! where as the other gate is open ?

BUT these persons are seen fighting and abusing the duty Gaurds to get OPEN the Closed gates only as per their desires ? During marriges, even in nearby place, it has become a show off to park cars in side of the gates at will and open drinking starts ? The Gaurds dare to stop this at the gates!

RAW has NO powers to check this and the Police/MCD is not to be seen there. Who has bell this cat ?

Where are the powers with the RAW to set right such un lawful activities by the residents or out siders ? The only action taken by the RAW is to call Police help, which we all know how fast is this task to get police help ?

Therefore, it is my humble suggestion to the authorities to form watch & Ward commitees from the recomandations of the Residents of that RWA to have the powers to directly co-ordinate with Area Police, MCD, DJB, Power supply etc.officials MLA's or Muncipal Councelors to help the Residents as well as Govt. agencies to have peace, security and proper community services to all.

The Moving Tale Of MCD Babus And MNC-Type' Offices

The place where one works from has a direct effect on the performance of the work- er, they say.
The Municipal Corporation of Delhi (MCD) seems to have realised this finally. After oper- ating for years from cubbyholes of government offices with wooden chairs and tables, the civic agency is up for a MNC- style makeover. The transfor- mation will not only be limited to the furniture but will usher in a new work culture, the civic body claims.
 

MCD babus will be using swanky, air-conditioned, aes- thetically designed modular fur- niture with modular worksta- tions once MCD moves to its new headquarters: Civic Centre on Minto Road.

"The modern day furniture will not only enhance the beau- ty of the interiors but will also provide various benefits such as comfort and portability," said a senior MCD official. The budget for this makeover is a whopping Rs 55 crore.

According to the civic agency, Godrej Industries is supplying the new furniture that comes with a five year warranty too. While furnishing work has been completed in 10 floors, it is still being carried out in 15 floors. The civic body hopes to complete the work by the end of next month.

Projects Stuck But MCD Funds Idling

Devlopment work in the Capital is crawling, thanks to the Municipal Corporation of Delhi (MCD). But the civic authority can't blame the snail's pace progress on a dearth of funds.
It has come to light that the MCD has not fully utilised the funds sanctioned to it by MLAs and MPs for the development of their constituencies. In 2009-10, 62 MLAs and eight MPs gave about Rs 102 crore to the MCD.


But only about Rs 6 crore was spent till February 28 this year. This means that a huge sum of Rs 96 crore is lying unspent. In fact, there are 34 MLAs whose funds have not been touched at all! These include Surender Kumar from Bawana, who gave over Rs 2 crore; Bijender Singh from Nangloi Jat, who gave Rs 1.5 crore; Kanwar Karan Singh from Model Town, who gave about Rs 2 crore; Harsharan Singh Balli from Hari Nagar, who gave Rs 2.7 crore; and Bharat Singh from Najafgarh, who gave Rs 2.8 crore.
These funds were released by the MLAs for civic work in their constituencies such as revamping of roads and parks and construction of community halls.
