Delhi requests a special Pollution Control Budget this time

Subject: Delhi requests a special Pollution Control Budget this time

Dear Sir,

Notification Dated 12th January 2017, about Delhi, in the Gazette of India, on Page number 7/24 clearly says,”As air quality analysis shows that most of the days during winter, between October 15 and February 15, fall in the AQI categories of Very Poor and Severe, it is appropriate to implement the measures that have been proposed for the AQI categories of Severe and Very Poor all through the winter, to prevent occurrence of severe or emergency situations”.

The situation is not good even for the rest of the period. WHO says, that over 30,000 persons are killed every year due to pollution in DELHI & NCR. Chicago University study says residents of Delhi & NCR are losing up to 6 to 9 years of their life due to pollution. CSE says that every third child has the Lungs problem in Delhi. UNICEF says that pollution in Delhi is badly affecting the brain of our children. Even our pollution standards are not compatible with the WHO norms.

Sir, those EMPOWERED in Delhi are busy in the Blame game and YOU ARE THE ONLY HOPE. Therefore, the RWAs, Activists as well as the residents, without any empowerment, request as below:

Sir, Delhi needs your SPECIAL ATTENTION, a special Fund, to save it from the clutches of Pollution. Delhi needs a specific, separate and a special Pollution Control Budget this time, to convert it into a Green City.

It requires money to decongest the roads, to remove the Encroachments,  to improve & develop new Parking lots, to make a check on the number of polluting vehicles, to install latest Air Quality monitoring systems, to install modern traffic lighting, to manage the Landfill sites, to remove the Pot holes, to mechanically clean the roads, to stop the Water Logging, to clean the river Yamuna, to launch plantation drives, to promote Solar Energy, as well to improve the Health facilities to save the residents from the Brain Stroke, Heart Attacks, Cancer & other Respiratory problems, due to the bad affects of Pollution.

We the RWAs, Activists & the residents of Delhi will be thankful to you if you could consider this very specific & very serious REQUEST to check & control the Pollution in Delhi & NCR.

Sir, Looking forward to your Budget Speech, with a hope for the City, that is not only the National Capital but also known as the MINI INDIA.

Formation of new RWAs by Delhi Government ?















Dainik Bhaskar: It's strange! While the existing RWAs of Delhi don't get any response from the CM, while CM has not called any RWAs meet in the last 3 years, while RWAs of Delhi are feeling neglected & ignored by the CM, how he has asked for the formation of New RWAs? How can all the existing RWAs of Delhi be treated as defunct? Don't you think that there is something fishy? 

My issue is that what problem they have with the existing RWAs? why no communication with the existing RWAs? How they can treat all the existing RWAs as defunct? If the election is an issue, they can ask the RWAs to do it in 30 days and submit new list of office bearers. how they can ignore the existing RWAs? How they are trying to officially convert the apolitical bodies into the political ones?

Apolitical RWAs Vs. the Political RWAs of Delhi ?

We have the confirmed news that our Delhi Government has asked for the names of 7 persons from each ward for making the new RWAs. But we just can not understand that why they are ignoring the earlier Registered RWAs of Delhi that are working for the city for the last so many years?

We just can not understand that while we, the existing RWAs of Delhi, do not get any reply to our Emails from the CM's office and we do not get any time to meet him, how & why they are forming new RWAs in this city?

हैरानगी इस बात की भी है कि जिन RWAs के साथ, आप पार्टी के नेता और वर्तमान CM ने बड़े बड़े वायदे किए थे, आख़िर उन RWAs से दिल्ली सरकार को परेशानी क्या है?  
क्या परेशानी का सबब सिर्फ़ इतना है कि दिल्ली की सेवा मे जुटी ये निष्काम और निष्पक्ष RWAs, किसी व्यक्ति या किसी पार्टी विशेष की चमचागिरी ना करते हुए, ग़लत को ग़लत कहने का हौसला रखती हैं?

Does it mean that they do not like the RWAs that are the CRITICS and want to add their own cadres to form their own RWAs, to get the ADVANTAGE in the next elections?

It's really sad and shocking that APOLITICAL bodies are being converted into the Political outfits by our state Government. But one thing is sure that we will strongly oppose any such move.

मोहल्ला सभा के बाद अब सरकारी RWAs ?

सुनने मे आया है कि दिल्ली सरकार ने अपने सभी MLAs से हर वॉर्ड से 7 लोगों के नाम माँगे हैं, आधार कार्ड के साथ, ताकि उनको लेकर नई RWAs बनाई जा सकें, और जो काम, मोहल्ला सभा ना बनने के कारण नही हो पाए हैं, उनको अंजाम तक लाया जाए, क्योंकि चुनाव अब सिर्फ़ 2 साल ही दूर हैं. 

अगर आप मे से किसी के पास भी इस बारे मे कोई जानकारी है तो हमारे साथ तुरंत शेयर करें. अगर इस तरह से अपने कॅडर्स को लेकर नई RWA बनवाकर उनको तरजीह दी जाती है तो यह पिछले 20 सालों से भी ज़्यादा समय से काम करने वाली RWAs के साथ ना इंसाफी होगी. 

हैरानगी इस बात की भी है कि जिन RWAs के साथ, आप पार्टी के नेता और वर्तमान CM ने बड़े बड़े वायदे किए थे, आख़िर उन RWAs से दिल्ली सरकार को परेशानी क्या है, और जीतने के बाद, क्यों दिल्ली के CM उन निष्काम और निष्पक्ष RWAs से मिलने से भी कुरेज करते हैं?

क्या परेशानी का सबब सिर्फ़ इतना है कि दिल्ली की सेवा मे जुटी ये निष्काम और निष्पक्ष RWAs, किसी व्यक्ति या किसी पार्टी विशेष की चमचागिरी ना करते हुए, ग़लत को ग़लत कहने का हौसला रखती हैं?

खैर, मंशा चाहे जो भी हो, दिल्ली की RWAs अपनी आवाज़ उठाने मे कोई भी कसर नही छोड़ेंगी और अगर दिल्ली सरकार के किसी ऐसे कदम की ठोस जानकारी मिलती है, तो उसका डट कर विरोध भी करेंगी.

In a positive move directed towards making the capital more reliant on Renewable & more specifically Solar energy, New Delhi was tasked with generating 1,000 MW of solar power out of the national quota of 40,000 MW in 2016. UN Environment and WHO agree to major collaboration on environmental health risks

Nairobi - UN Environment and WHO have agreed a new, wide-ranging collaboration to accelerate action to curb environmental health risks that cause an estimated 12.6 million deaths a year.

Today in Nairobi, Mr Erik Solheim, head of UN Environment, and Dr Tedros Adhanom Ghebreyesus, Director-General of WHO, signed an agreement to step up joint actions to combat air pollution, climate change and antimicrobial resistance, as well as improve coordination on waste and chemicals management, water quality, and food and nutrition issues. The collaboration also includes joint management of the BreatheLife advocacy campaign to reduce air pollution for multiple climate, environment and health benefits.

This represents the most significant formal agreement on joint action across the spectrum of environmental and health issues in over 15 years.

"There is an urgent need for our two agencies to work more closely together to address the critical threats to environmental sustainability and climate – which are the foundations for life on this planet. This new agreement recognizes that sober reality," said UN Environment’s Solheim.

"Our health is directly related to the health of the environment we live in. Together, air, water and chemical hazards kill more than 12.6 million people a year. This must not continue," said WHO’s Tedros.

He added: "Most of these deaths occur in developing countries in Asia, Africa and Latin America where environmental pollution takes its biggest health toll."

The new collaboration creates a more systematic framework for joint research, development of tools and guidance, capacity building, monitoring of Sustainable Development Goals, global and regional partnerships, and support to regional health and environment fora.

The two agencies will develop a joint work programme and hold an annual high-level meeting to evaluate progress and make recommendations for continued collaboration.

The WHO-UN Environment collaboration follows a Ministerial Declaration on Health, Environment and Climate Change calling for the creation of a global "Health, Environment and Climate Change" Coalition, at the United Nations Framework Convention on Climate Change (UNFCCC) COP 22 in Marrakesh, Morocco in 2016.

Just last month, under the overarching topic "Towards a Pollution-Free Planet", the United Nations Environment Assembly (UNEA), which convenes environment ministers worldwide, adopted a resolution on Environment and Health, called for expanded partnerships with relevant UN agencies and partners, and for an implementation plan to tackle pollution.   With Thanks to WHO.
